Job Description and Duties

This position is located in the city of Sacramento .

Effective January 1, 2026,  the  SSM I  classification will be re-titled to Supervisor I as a part of California Department of Human Resources (CalHR) generalist consolidation. For more information on the generalist consolidation, please visit:  CalHR - Generalist Class Consolidation

Under the general direction of the Business Enterprises Program (BEP) Manager (SSM II), the Staff Services Manager I (SSM I) provides leadership in collaboration with BEP Field Managers to advance Central Office program functions and other related major projects within the BEP. Serves as lead to staff to complete advanced analysis of and identify solutions to mitigate program risks. The SSMI also facilitates cooperative relationships with BEP vendors, contractors, and other stakeholders in support of the BEP program. Using initiative, good judgment, and resourcefulness, the SSM I must analyze situations and resolve problems effectively.

Under Government Code 14200, this position is a hybrid, in-office/telework position, and may be subject to change. Incumbent must live and work in California. Incumbent can be required to report to the office, or any designated location at any time. Telework agreements can be modified and/or cancelled at any time.

Working Conditions

The majority of the work will take place in one of the following locations with consumers, the public, colleagues, and other stakeholders: a DOR open office setting in a cubicle environment, offsite in the community, at events and various partner locations, and/or at an approved alternate work location. The incumbent must have the ability to work in an office setting for up to 40 hours per week and remain at a workstation for extended periods while utilizing a personal computer, peripherals, and other office equipment with or without accommodation. The incumbent will be working in an office setting with both natural and artificial lighting. Strong interpersonal skills are required to interact effectively with consumers, the public, colleagues, and other stakeholders.

A Resume and Statement of Qualifications (SOQ) are required for this position. The SOQ serves as a documentation of each candidate’s capability in specific scenarios and their ability to present information clearly and concisely.

4. Describe your ability to function as part of a division management team to plan, develop, and implement program and department policies and priorities

5. Describe your awareness, background in, or knowledge of services to the blind and visually impaired.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Extensive experience in business management and practices, with emphasis on food service operations including: human resources management; operation of varied types of food service equipment including sanitation, safety, and routine maintenance; accounting systems which comply with and support business reporting requirements; business inventory control; menu planning, ordering, receiving and pricing; promotional and marketing programs to increase sales and customer goodwill; developing and maintaining effective customer relations; and governances related to food service operations.

  • Ability to function as part of a division management team to plan, develop and implement program and department policies and priorities.

  • Ability to communicate effectively, orally and in writing, with the program participants, contractors, and stakeholders, DOR management and other state and federal agencies.

  • Comfortable leading and working through challenging tasks and assignments including providing assistance and leadership to staff, stakeholders and peers.

  • Practices effective decision making through the application of sound decision making principals.

  • Possess strong analytical skills.

  • Ability to exercise a high degree of initiative, independence, and flexibility.

  • Demonstrated ability to adjust to shifting priorities and meet stated deadlines and goals.

  • Ability and demonstrated experience in the exercise of effective leadership, application of advanced judgment, initiative, demonstration of integrity, fostering and maintaining effective relationships, making sound decisions, application of program vision in pursuit of outcomes, demonstration of organization and personal discipline, independence, and adaptability with incidents and events. Willingness to travel overnight throughout the state. Appreciation of the ability of individuals with disabilities to become contributing members of our society.
